1991年以降、ソマリアには中央集権の政府が存在せず、氏族・軍閥同士の激しい戦闘が今をもって続いている。

90年代初頭の国連による平和維持活動が失敗した後、この国の戦乱に手を差し伸べる機関はどこもなく、ソマリアは世界から忘れられた国となってきた。

長き無政府状態は、戦争を日常へと変える。

民家や国内避難民キャンプに落ちる砲弾、横行する海賊、
頻発する暗殺と誘拐、突然の市街戦と流れ弾。
そんなものが、市民の日常を占める。
彼らを守るべき政府も警察もないままに。

迷走するこの国はどこへ向かうのか。
「失敗国家」と世界から評される地に生まれた人々は、何を頼りに今を生きていけばいいのか。

Somalia has been without an effective central government since 1991.
Since then, there has been fierce fighting between rival warlords and clans.
After failing of PKO in 1995, no international organizations have supported this country,
and Somalia has become a forgotten country in the world.

A long anarchy state has changed the war-torn to the daily life.
Mortars land at civilian houses or IDP camps, pirates infest, recurrent assassinations and kidnaps, sudden fighting in the urban district and stray bullets.
Those kinds of things occupy their daily lives, without the government and police which could be supposed to protect them.

We cannot expect where this stray country will go.
People who are born in the country called a failed state, what they can rely on, how they sustain their live.
